Phil Cochrane serves as the Head of State Government Affairs and Third-Party Advocacy for bp America.  He is accountable for all the company’s state and local government affairs, community relations and trade association relationships.

Based in Chicago, Phil oversees a team strategically located in communities across America who are working with governments, communities, non-governmental organizations, and other stakeholders to build relationships and advocate for responsible policy in support of bp’s businesses.  This team is at the forefront of delivering bp’s ambition to be a net zero company by 2050 or sooner and help the world get to net zero.  An accomplished communicator and leader, Phil loves his job and the opportunity to find solutions to difficult issues.

Phil has served in roles across the full breadth of bp’s businesses most recently leading teams supporting bp’s Gas and Low Carbon Energy and Fuels, North America businesses.  Prior to moving to Chicago, Phil served a decade as bp Alaska’s Vice President External Affairs.  He has also served in bp leadership roles in Los Angeles, Calgary, Canada, and, during the Deepwater Horizon accident in 2010, in Florida.  Before joining bp, he worked in the natural gas pipeline industry and in various political and policy roles within the Canadian Government. A trained broadcast journalist, he began his career as a reporter after graduating from SAIT Polytechnic.
