The Illinois Commerce Commission’s (ICC) Policy Division in the Public Utilities Bureau is seeking an individual to work as an Economic Analyst III in the Federal Policy Program. The position will be located in Cook County at the ICC’s Chicago Office, 160 North LaSalle, Chicago, IL 60601 or in Sangamon County at 527 East Capitol Avenue, Springfield, Illinois 62701.
BRIEF DESCRIPTION OF DUTIES
The selected candidate will research, monitor, analyze, report, and make policy recommendations on: current and emerging energy policy issues at the federal and regional level, including proposed reforms of regional electric energy, ancillary services and capacity market designs; Regional Transmission Organization policy and governance initiatives; renewable energy credit markets and carbon credit markets; regional and state economic effects of emerging energy technologies such as distributed generation, renewable energy, demand response and energy storage; regional electric resource and transmission modeling and planning; federal transmission and reliability standards setting; and federal energy legislative proposals. The candidate will also work closely with the established regional state committees—the Organization of PJM States and the Organization of MISO States.
EDUCATION, TRAINING AND EXPERIENCE REQUIRED
This position is a non-code (non-CMS) position and is non-exempt from Rutan. This position reports directly to the Assistant Director – Federal Policy Program which is a non-code (non-CMS) position and is exempt from Rutan. Requires a master’s degree in economics, finance, public policy, or other closely related field. Significant additional experience may substitute for the advanced degree requirement. Superior oral and written English communication skills; and extensive knowledge of the personal computer and its related software programs and applications.
This position is represented by RC-63 of AFSCME, Council 31, AFL-CIO, and the expected salary range is $64,608 to $97,608 per year. Work hours are anticipated to be 8:30 a.m. to 5:00 p.m.
