The Trump administration’s quest to revive the coal industry will require continued regulation of carbon dioxide, according to an energy industry lawyer who formerly advised President George W. Bush.

James Connaughton, who headed the White House Council on Environmental Quality for Bush, yesterday reiterated his view that the further development of carbon capture and sequestration technology for power plants is essential to coal’s future.

“I have a very bizarre perspective that in order to save coal in America, you actually have to regulate carbon in some form,” Connaughton said, emphasizing the need for certainty during a forum in Washington, D.C., co-hosted by the Hamilton Project at the Brookings Institution and the Energy Policy Institute at the University of Chicago.

“Nobody in their right mind will put money up for new coal plants unless they know where it fits in the overall carbon curve,” Connaughton said…
